        Science and society in southern Africa

        This collection, dealing with case studies drawn from South Africa, Zimbabwe, Mozambique and Mauritius, examines the relationship between scientific claims and practices, and the exercise of colonial power. It challenges conventional views that portray science as a detached mode of reasoning with the capacity to confer benefits in a more or less even-handed manner. That science has the potential to further the collective good is not fundamentally at issue, but science can also be seen as complicit in processes of colonial domination. Not only did science assist in bolstering aspects of colonial power and exploitation, it also possessed a significant ideological component: it offered a means of legitimating colonial authority by counter-poising Western rationality to native superstition and it served to enhance the self-image of colonial or settler elites in important respects. This innovative volume ranges broadly through topics such as statistics, medicine, eugenics, agriculture, entomology and botany.

        This book is the second in the three volume set The Labour governments 1964-1970 and concentrates on Britain's international policy under the Labour governments in the 1960s and is available for the first time in paperback. The coverage ranges from defence policy and the government machine to European integration, NATO and the Vietnam war. Harold Wilson and his ministers have often been accused of betraying the sense of promise that greeted their victory in 1964. Using recently released archival evidence, John Young argues that a more balanced view of the government will recognise the real difficulties that surrounded decision-making, not only on Vietnam, but also on Aden, the Nigerian civil war and Rhodesia. Economic weakness, waning military strength, Cold War tensions and the need to placate allies all placed limits on what a once-great but now clearly declining power could achieve. Furthermore the government proved of pivotal importance in the history of Britain's international role, in that it presided over a major shift from positions East of Suez to a focus on European concerns, a focus that has remained until the present day. The book will be of vital importance to students of British history and international relations during this exciting period. Together with the other books in the series, on domestic policy and economic policy, it provides a complete picture of the development of Britain under the premiership of Harold Wilson.

        The language of empire

        Myths and metaphors of popular imperialism, 1880-1918

        The debate about the Empire dealt in idealism and morality, and both sides employed the language of feeling, and frequently argued their case in dramatic terms. This book opposes two sides of the Empire, first, as it was presented to the public in Britain, and second, as it was experienced or imagined by its subjects abroad. British imperialism was nurtured by such upper middle-class institutions as the public schools, the wardrooms and officers' messes, and the conservative press. The attitudes of 1916 can best be recovered through a reconstruction of a poetics of popular imperialism. The case-study of Rhodesia demonstrates the almost instant application of myth and sign to a contemporary imperial crisis. Rudyard Kipling was acknowledged throughout the English-speaking world not only as a wonderful teller of stories but as the 'singer of Greater Britain', or, as 'the Laureate of Empire'. In the last two decades of the nineteenth century, the Empire gained a beachhead in the classroom, particularly in the coupling of geography and history. The Island Story underlined that stories of heroic soldiers and 'fights for the flag' were easier for teachers to present to children than lessons in morality, or abstractions about liberty and responsible government. The Education Act of 1870 had created a need for standard readers in schools; readers designed to teach boys and girls to be useful citizens. The Indian Mutiny was the supreme test of the imperial conscience, a measure of the morality of the 'master-nation'.

        Revolution in China and Russia

        Reorganizing empires into nation states

        Most scholars believe that China's nationality policy, like that of other socialist states, imitated the Soviet nationality model, a system which has been termed an "affirmative action empire." This book offers two contributions to the literature which run counter to this convention. First, it argues that the People's Republic of China (PRC) and the Soviet Union (USSR) were different; while the PRC was aimed to build an ideal-typical nation-state, the USSR was an open union of nation-states that was only temporarily confined to a physical territory. Second, while scholars who have noted this difference attribute it to contextual factors, such as ethnic structure, geopolitical status, and Russia's intervention into the Chinese Revolution, this book contends that context shaped the Sino-Soviet difference, yet it did not determine it. Rather, there was significant leeway between the implications of the contextual factors, and what the policy-designers ultimately established. This book probes who held agency, and how these individuals bridged this gap.
