Relativ weit vorgeschritten ist die sozialwissenschaftliche und praxisbezogene Arbeit auf dem Gebiet der Kriminalpolitik. Die Erklärungen, die für »abweichendes Verhalten« gegeben werden, und die Reaktionen darauf offenbaren zugleich besonders deutlich, welches Verhältnis eine Gesellschaft ganz allgemein zu den Normen hat, die sie hervorbringt und die sie beherrschen.
Was macht Homosexualität eigentlich zu einem sozialen Problem: Krankheit und Andersartigkeit der Betroffenen oder die Reaktionen der Welt auf die abweichende Sexualorientierung? Nach einem theoretischen Entwurf zu dieser Frage wird in diesem Band an einzelnen Diskriminierungsfeldern aufgewiesen, wie die Reaktionen auf Homosexualität verlaufen und durch welche Sozialstrukturen sie geprägt sind. Beispiele sind die Strafverfolgung Homosexueller, die seit germanischer Zeit in Mitteleuropa stattgefunden hat; Beschäftigungsverbote im Öffentlichen Dienst; Einstellungen gegenüber Homosexualität innerhalb der Kirche; die Darstellung von Homosexualität in den Massenmedien; die Behandlung der Homosexualität als Unterrichtsthema in Schulen. Außerdem enthält der Band Untersuchungen zum politischen Umfeld von antihomosexuellem Verhalten sowie abschließend ein »Symposium«, in dem Vertreter verschiedener Gruppen ihre Standpunkte zur Frage der Selbstorganisation der Betroffenen darlegen, also dazu, was homosexuelle Menschen zur Abwehr von Diskriminierung selber tun können.

Die sogenannte »kognitive Wende« in den Human- und Sozialwissenschaften hat vielfach dazu geführt, daß der subjektiven Verarbeitung des Reizmaterials, der Umschreibung der Situation, der Selbstinterpretation von Handelnden und Sprechenden ein zentraler Platz in der Forschung eingeräumt wird. Begriffe wie Sinn, Intention, Regel, Kontext, Gestalt und Struktur sind keine Fremdkörper mehr in einer integrativ angelegten Verhaltensforschung. Geht man vom Verhalten aus, so gewinnt man einen Vermittlungsraum, der den alten Dualismen von Innen und Außen, von Privatem und Öffentlichem entrückt ist. An diesem Punkt haben sich die Fronten zwischen Phänomenologen, Sprachanalytikern und Interaktionisten aufgelockert, und auch zu strukturalistischen, diskurstheoretischen und marxistischen Ansätzen stellen sich neue Bezüge her.
