        Dr. Souheil Idriss founded Dar Al Adab for publishing and distribution in 1956. It is one of the oldest publishing houses in the Middle East. It publishes the prestigious literary magazine AL ADAB, a register of all modern writing: plays, poetry, literary critique, and a very open vision of cultural exchange, as the main weapon against fanaticism and integrism.         Towards a just Europe

        A theory of distributive justice for the European Union

        This highly original book constitutes one of the first attempts to examine the problem of distributive justice in the European Union in a systematic manner. João Labareda argues that the set of shared political institutions at EU level, including the European Parliament and the Court of Justice of the EU, generate democratic duties of redistribution among EU citizens. Furthermore, the economic structure of the EU, comprising a common market, a common currency and a free-movement area, triggers duties of reciprocity among member states. The responsibilities to fulfil these duties, Labareda argues, should be shared by the local, national and supranational levels of government. Not only should the EU act as a safety net to the national welfare systems, applying the principle of subsidiarity, but common market and Eurozone regulations should balance their efficiency targets with fair cooperation terms. The concrete policy proposals presented in this book include a threshold of basic goods for all EU citizens, an EU labour code, a minimum EU corporate tax rate and an EU fund for competitiveness. Labarada argues that his proposals match the political culture of the member states, are economically feasible, can be translated into functioning institutions and policies and are consistent with the limited degree of social solidarity in Europe. This book is a major contribution to the understanding of what a just Europe would look like and what it might take to get us there.         A historic big infrastructure project in the nexus of federal government policy planning From Berlin Airport to Stuttgart 21 – public building projects seem to get out of hand with growing frequency. Frank Uekötter follows the example of the Elbe Lateral Canal, which was opened in 1976, to show that institutional failure is not a new phenomenon. The virtually forgotten story of the Elbe Lateral Canal represents an inglorious episode of German federal policy planning. The benefit of the 115 km long waterway, which connects the Mittelland Canal with the River Elbe, was completely out of proportion to the level of investment. Despite this, the project was soon unstoppable in the nexus of corporate interests, political aims and the policy for growth. A dam ruptured at Lüneburg only weeks after its opening. Uekötter argues for a social rethink based on the clear chronology of these “organized irresponsibilities”.

        Imperialism and the natural world

        Imperial power, both formal and informal, and research in the natural sciences were closely dependent in the nineteenth century. This book examines a portion of the mass-produced juvenile literature, focusing on the cluster of ideas connected with Britain's role in the maintenance of order and the spread of civilization. It discusses the political economy of Western ecological systems, and the consequences of their extension to the colonial periphery, particularly in forms of forest conservation. Progress and consumerism were major constituents of the consensus that helped stabilise the late Victorian society, but consumerism only works if it can deliver the goods. From 1842 onwards, almost all major episodes of coordinated popular resistance to colonial rule in India were preceded by phases of vigorous resistance to colonial forest control. By the late 1840s, a limited number of professional positions were available for geologists in British imperial service, but imperial geology had a longer pedigree. Modern imperialism or 'municipal imperialism' offers a broader framework for understanding the origins, long duration and persistent support for overseas expansion which transcended the rise and fall of cabinets or international realignments in the 1800s. Although medical scientists began to discern and control the microbiological causes of tropical ills after the mid-nineteenth century, the claims for climatic causation did not undergo a corresponding decline. Arthur Pearson's Pearson's Magazine was patriotic, militaristic and devoted to royalty. The book explores how science emerged as an important feature of the development policies of the Colonial Office (CO) of the colonial empire.

        Globalisation, Integration and the Future of European Welfare States

        This book argues that the welfare state cannot be understood purely as a set of social policy arrangements, but must be seen as a political institution, intended to achieve certain political objectives. The political dimension of the welfare state is essential for understanding its initial emergence as well as assessing its ability to deal with contemporary challenges. Governments use welfare transfers to decrease the risk of political instability that may be politically disruptive and threaten to undermine social cohesion. The success of welfare institutions stems from their ability to foster a redistribution of resources and political consensus that has enabled long-term political stability and economic development. The book develops a general model that looks at the interactive effects between welfare transfers, political instability and state capacity. It provides a unique theoretical contribution to the study of welfare spending in the context of globalisation and integration, analyses the key politial rationale for welfare programmes, namely their role in preserving social cohesion and governance and demonstrates clearly that welfare policies can be successfully adopted to meet new challenges and that retrenchment of the welfare state is not inevitable, using Scandinavia as a leading example of modern thinking policies. ;
