After the fall of the Ben Ali regime in 2011, Tunisia swiftly began dealing with its authoritarian past and initiated a comprehensive transitional justice process, with the Truth and Dignity Commission as its central institution. However, instead of bringing about peace and justice, transitional justice soon became an arena of contention. Through a process lens, the book explores why and how the process evolved, and explains how it relates to the country's political transition. Based on extensive field research in Tunisia and the US, and interviews with a broad range of international stakeholders and decision-makers, this is the first book to comprehensively study the Tunisian transitional justice process. It provides an in-depth analysis of a crucial period, examining the role of justice professionals in different stages, as well as the alliances and frictions between different actor groups that cut across the often-assumed local-international divide.

This book presents a new conceptual model for understanding the role of the media in the construction of public knowledge, belief and opinion in the context of a radically changed communications infrastructure. Drawing on a series of empirical studies conducted over nearly a decade, Happer deploys evidence of a 'disconnect' between neoliberal media and the public which is rooted in a disaffection with a mainstream political culture which has failed to deliver the societal outcomes promised. As people are pushed towards alternative digital sources, new communities of opinion are produced in ways which polarise publics and ultimately limit the potential for social change. This volume examines the underlying foundations on which the European Union's counter-terrorism and police co-operation policies have been built since the inception of the Treaty on European Union, questioning both the effectiveness and legitimacy of the EU's efforts in these two critically important security areas. Given the importance of such developments to the wider credibility of the EU as a security actor, this volume adopts a more structured analysis of key stages of the implementation process. These include the establishment of objectives, both at the wider level of internal security co-operation and in terms of both counter-terrorism and policing, particularly in relation to the European Police Office, the nature of information exchange and the 'value added' by legislative and operational developments at the European level. It also offers a more accurate appraisal of the official characterisation of the terrorist threat within the EU as a 'matter of common concern'. In doing so, not only does it raise important questions about the utility of the European level for organising internal security co-operation, but it also provides a more comprehensive assessment of the EU's activities throughout the lifetime of the Third Pillar, placing in a wider and more realistic context the EU's reaction to the events of 11 September 2001 and the greater prominence of Islamist terrorism. ;

Popular imperialism and the military, 1850-1950

Colonial war played a vital part in transforming the reputation of the military and placing it on a standing equal to that of the navy. The book is concerned with the interactive culture of colonial warfare, with the representation of the military in popular media at home, and how these images affected attitudes towards war itself and wider intellectual and institutional forces. It sets out to relate the changing image of the military to these fundamental facts. For the dominant people they were an atavistic form of war, shorn of guilt by Social Darwinian and racial ideas, and rendered less dangerous by the increasing technological gap between Europe and the world. Attempts to justify and understand war were naturally important to dominant people, for the extension of imperial power was seldom a peaceful process. The entertainment value of war in the British imperial experience does seem to have taken new and more intensive forms from roughly the middle of the nineteenth century. Themes such as the delusive seduction of martial music, the sketch of the music hall song, powerful mythic texts of popular imperialism, and heroic myths of empire are discussed extensively. The first important British war correspondent was William Howard Russell (1820-1907) of The Times, in the Crimea. The 1870s saw a dramatic change in the representation of the officer in British battle painting. Up to that point it was the officer's courage, tactical wisdom and social prestige that were put on display.

US diplomacy and the Good Friday Agreement in post-conflict Northern Ireland

Richard Haass and Mitchell Reiss, as autonomous diplomats in the George W. Bush State Department, were able to alter US intervention in Northern Ireland and play critical roles in the post-1998 peace process. Their contributions have not been fully appreciated or understood. The restoration of Northern Ireland's power-sharing government in 2007 was made possible by State Department-led intervention in the peace process. There are few references to Northern Ireland in work examining the foreign policy legacy of the George W. Bush presidency. Moreover, the ability to control US foreign policy towards the region brought one of George W. Bush's Northern Ireland special envoys into direct diplomatic conflict with the most senior actors inside the British government. This book will uncover the extent of this fall-out and provide original accounts on how diplomatic relations between these old allies became so fraught.
