One of our main goals is the consolidation of the Balearic Islands as a structured cultural market, the promotion of the islands' music, performing arts, literature and visual arts by means of grants, international actions and formative seminars in cultural affairs. The Institut d’Estudis Baleàrics coordinates, alone or in partnership with other departments of the Government of the Balearic Islands, the Institut Ramon Llull or the Institut Català d'Empreses Culturals, the institutional presence of the Balearic Islands in strategic events for the promotion of our culture overseas. Every year, our area of literature, thought, comics and illustration calls for grants to cover travelling and accommodation expenses of Balearic authors, and expenses for publishing books and producing promotional material for Balearic authors. This book deals with the scope and nature of the EU's external influence over South-Eastern Europe in the present enlargement. By elaborating on the Europeanisation of the Western Balkans in a systematic, theory-oriented and comparative way, the book provides rich insight into the dynamics of the current enlargement and offers a comprehensive analysis of the EU's avenues of external leverage in the field of justice and home affairs, a key sector of cooperation in the EU-Western Balkans relations. The book is an important contribution towards a better understanding of how the EU's use of pre-accession conditionality has changed since the Eastern enlargement. It will be of interest to decision-makers, officials and academics concerned with adaptation and transformation processes in South-Eastern Europe and the possibilities and limitations of the EU's influence in the outside world. ;
This volume is timely in that it explores key issues which are currently at the forefront of the EU's relations with its eastern neighbours. It considers the impact of a more assertive Russia, the significance of Turkey, the limitations of the Eastern Partnership with Belarus and Moldova, the position of a Ukraine in crisis and pulled between Russia and the EU, security and democracy in the South Caucasus. It looks at the contested nature of European identity in areas such as the Balkans. In addition it looks at ways in which the EU's interests and values can be tested in sectors such as trade and migration. The interplay between values, identity and interests and their effect on the interpretation of europeanisation between the EU and its neighbours is a core theme of the volume.

This book is about the EU's role in conflict resolution and reconciliation in Europe. The central argument of the book is that the evolution of the policy mix, resources, framing influences and political opportunities through which European integration affects conflicts and processes of conflict resolution demonstrates a historical trend through which the EU has become an indispensable factor of conflict resolution . This book is about the relationship between societies and their security forces at times of great political and societal change. It uses the experiences of Croatia, Serbia and Montenegro to examine the control, management and reform of armed forces, police and intelligence agencies in the aftermath of conflict and authoritarianism. The book assesses the theory and practice of security sector reform programmes in the context of Europe and the Western Balkans, the relationship between security sector reform and normative international policy more generally, and the broader dynamics of post-conflict and post-authoritarian transformation. In so doing it addresses two underlying questions. First, how and in what ways does reform in the security sector interrelate with processes of domestic political and societal transformation, particularly democratisation. Second, how and in what ways do these processes relate and respond to internationally-driven efforts to promote a particular type of security sector reform as a component of wider peacebuilding and democracy promotion strategies.

Insurgency has plagued the North Caucasus since the collapse of the Soviet Union. Between 2007 and 2015, rebels waged their struggle under the banner of the Caucasus Emirate (Imarat Kavkaz, IK). This book systematically examines the IK's ideology to explain what the group claimed to be fighting for and against and how it sought to mobilise people behind its cause. It reveals a group with a weakly developed political programme, which aligned itself with global jihadism but consistently prioritised local concerns. It demonstrates the priority rebel leaders afforded to shaping local identities, but also their failure to forge a unified movement or revitalise armed struggle. Re-evaluating the IK's ideology helps us better understand the past and future of armed struggle in the North Caucasus.
